You can easily detect and confirm when any Cell Phone is locked by carrying out the following tips presented:
1. Insert a SIM (Subscriber Identity Module) card into the Cell Phone. Ensure it is properly and correctly placed in the slot provided for it *Consult the Cell Phone manual if necessary and/or available.
TIP 1- INSERT THE SIM CARD.
2. With the Cell Phone battery inserted appropriately, switch or power on the handset. At this point, the handset display screen should light up for you to see it is powering on. At times, on some handsets a musical tone or sound is played as well.
TIP 2- INSERT THE BATTERY & POWER ON THE HANDSET.
TIP 3- CHECK TO SEE IF ANY ERROR MESSAGE IS DISPLAYED.
4. If any of these error messages is displayed, be rest-assured your Cell Phone is locked;
a. Wrong SIM Card
b. Enter PUK 2
c. Phone Restricted
d. Contact Service Provider
e. Enter Special Code
f. Insert Correct SIM card
g. SP lock (Service Provider Lock)
h. Subsidy Passwordi. Not allowed
j. Can not undo Restriction

Unless you have an appropriate SIM card inserted or enter the correct code requested for, any attempt made by you will not yield any favorable result in getting your Cell Phone to work and complete the start-up process to the home screen.
TIP 4- INSERT THE CORRECT SIM CARD OR ENTER THE APPROPRIATE CODE/PASSWORD
With these few tips shared, you can readily test and confirm whether any Cell Phone you own is locked or not.
